Forest Carbon Incentives

Landowner Incentives to Increase Forest Carbon Sequestration

How can conservation incentives help private forest owners contribute to climate mitigation, including those facing barriers to carbon-offset markets? This working paper explores a voluntary approach that rewards forest stewardship planning and management practices with demonstrated carbon benefits. Developed through workshops with forestry and conservation specialists, it examines eligibility, payments, technical assistance, carbon assessment, and coordination with existing conservation programs. The report presents options for keeping land forested and increasing carbon storage while supporting wildlife habitat, clean water, and rural economies, reflecting the policy discussions of 2011.
